It's a pretty common tactic in cults to send Pretend I’m A Happy Little Tree Shirt their members out to preach in places where they'll be met with mild hostility as it makes people more likely to stay within the cult. Think about it - if people are horrible to them, it reinforces the cults world view that the outside world is godless and bad and they aren't welcome there. The more extreme the message, the more likely this is to happen. It’s not really about convincing the local community at all, just using it as a backdrop for their real audience. Thats really interesting coming from out in BC. in Ontario we just sent someone to prison for a year because they were distributing hate speech.
