It has a very specific meaning, and it has nothing to do with taxing citizens to fund social services. Literally every country does that whether it's a socialist country or not. He's an old establishment DNC (Democratic party) guy and pretty centrist. The stuff he's saying now is to appeal to the more leftward folks so he can get more votes.
